I have just read the unabridged Joey Goes to the Oberland and it mentions Joey giving baby Felix a small dose to kill the pain of teeth. This has made me wonder whether EBD was using the phrase to refer to a painkiller! not a sedative. I know that most painkillers make me sleepy and I should think that the alarums and excursions in the series would make most people tired.
So maybe the dose was for painkilling not just "mother's little helper"
What do others think?

My mum used Vodka when I was teething. Apparently I really liked it.

Funnily, I don't drink at all.

my gran and great gran apparently used to put brandy on my dummy to help me sleep. (idont drink now either, lol)

It was quite common in those days to crush a junior aspirin finely and add it to the bottle, or to mix it with water in a teaspoon and tip that down the baby's throat.
